CLASS III ASBESTOS TRAINING OR SCHOOL O&M TRAINING = 16 HOURS FOR WORKING WITH LESS THAN 3 SF OF ASBESTOS

Course Description and Syllabus:

Prerequisite for those who wish to be fit tested is a medical approval form indicating the individual can wear a respirator and the respirator.

Individuals must be clean shaven in the area of the respirator seal to the face.

This is a basic course in asbestos safety, regulations and procedures for the individual who has no prior asbestos training. It is helpful if individuals are experienced in a particular trade such as maintenance or construction work.

This course meets the EPA requirements in 40 CFR Part 763 subpart E for school O&M workers who can do small scale projects involving less than 3 sq ft or 3 linear ft of Asbestos containing material.

This course meets the current OSHA requirements in CFR 29 1926.1101 for workers doing Class III work, asbestos repair. DPH regulations for spot repairs are included in the course.

This training is only valid for O&M type repair and maintenance activities disturbing less than 3 square ft and less than 3 lin ft of ACM and is not sufficient for larger scale removal work or collecting samples.

Neither the U.S. nor the State of Connecticut have an approval available for this 16 hour course. However, OSHA and EPA recommend that training providers be used who are approved for other asbestos courses be used to conduct this training.

Each persons must complete all 16 hours of the training in order to obtain documentation from the provider that the course was completed. There is a course examination.

Annual refresher training is required by OSHA.

A. 2 hour awareness training segment:

1. Information regarding asbestos and its various uses and forms.

2. Information on the health effects associated with asbestos exposure.

3. Location of ACBM in building.

4. Recognition of damage, deterioration, and delamination of ACBM.

5. For School staff: Location of the management plan and name and phone number of the asbestos coordinator.

B. 14 additional hours:

Hands-on training is essential.

1. Core requirements:

a. Health effects including relationship between smoking and asbestos exposure

b. How to recognize ACBM and damaged ACBM

c. How to handle ACBM and the nature of operations that could result in exposure to asbestos.

d. Use of respirators and protective suits; the purpose, proper use, fitting instructions and limitations of respirators as required by 29 CFR 1910.134.

e. Proper disposal

f. Use of glove bags and mini containments

g. Use of HEPA vacuum, lockdown sprays, and general removal, repair and cleaning techniques.

h. The contents of the OSHA Asbestos Standard.

i. The requirements for posting signs and affixing labels and the meaning of the required legends for such signs and labels.

2. Supplementary Requirements: (if the competent person giving the training determines that the above training does not adequately cover the jobs to be done or if the PEL is likely to be exceeded.)

a. Specific work practices to be used

b. The appropriate work practices for performing the asbestos job

c. Medical surveillance program requirements

d. Additional detail on the importance of necessary protective controls to minimize exposure including, as applicable,

1) Engineering controls

2) Work practices

3) Respirators

4) Housekeeping procedures

5) Hygiene facilities

6) Protective clothing

7) Decontamination procedures

8) Emergency procedures

9) Waste disposal procedures

10) Any necessary instruction in the use of these controls

11) The contents of EPA 20T-2003," Managing Asbestos in Place", July 1990 or it's equivalent in content.

e. The names, addresses and phone numbers of public health organizations which provide information, materials and/or conduct programs concerning smoking cessation.
